Cada día mueren 2 niños de hambre en La Guajira mientras el Departamento recibe 1.500 millones de pesos diarios
Bogotá, septiembre 3 de 2014
La Guajira es uno de los departamentos donde la pobreza campea impunemente frente al esplendor de sus bellos paisajes: 70% de la población vive en pobreza y 1 de cada 3 guajiros sobrevive a la indigencia. En algunos municipios del Departamento los indicadores de necesidades básicas insatisfechas (NBI) son casi del 100%. Según el DANE la cobertura de alcantarillado no alcanza ni siquiera al 8%; el 90% no cuenta con agua potable; el analfabetismo en la región es el más alto del país: 60% en la población rural y 13 veces mayor que en Bogotá.
Pero lo más dramático de todo este panorama es que en La Guajira 2969 niños murieron de física hambre en el lapso de seis años; es decir dos niños por día (DANE 2008 – 2013). Sin contar el sub registro. El 70% de los niños indígenas sufre de desnutrición crónica (12% para todo el país). Por ejemplo, la prevalencia de anemia en Manaure duplica el promedio nacional: 82%. De acuerdo con el ICBF la mitad de los niños indígenas sufre de desnutrición o riesgo de desnutrición (muestra de 147 rancherías de 500 que viven en Riohacha).
La representante a la Cámara Ángela Robledo denunció hoy en debate de control político que La Guajira tiene problemas estructurales en el manejo de los recursos, en la articulación de acciones concretas y en la provisión y desarrollo de políticas públicas: “Cómo es posible que llegan carro tanques a proveer agua y las comunidades no cuentan con medios para almacenarla”, dijo.
Así mismo, alertó que “los más de $ 6.5 billones de pesos que ha recibido La Guajira por transferencias y regalías, en los últimos 12 años, se han ido dilapidando en el camino entre la nación, el Departamento, los municipios y algunas organizaciones y asociaciones, cooptadas por politiqueros con vínculos con el paramilitarismo y las mafias de la gasolina”, aseguró Angela Robledo.
La parlamentaria anunció que solicitará una indagación desde el Ministerio del Interior sobre las actuaciones en los últimos dos años de los integrantes de la Mesa de Concertación Wayúu.
Ángela Robledo presentó el caso de María de los Remedios García (presuntamente involucrada en tráfico de gasolina) reconocida como lideresa indígena y quien además accede a la administración municipal y a la contratación de alimentación escolar por $ 345.508 millones a través la asociación familiar Yalesi Waya. Está también el caso del resguardo Unaapuchon, cerca de Riohacha, que recibió alrededor de 1.300 millones en 2013 a través del sistema general de participaciones y cuya comunidad no presenta avances en su bienestar y tampoco en nutrición infantil. Denuncian que se amenaza de muerte a los indígenas para que sigan vinculados al resguardo pese a sus precarias condiciones.
“Más que recursos lo que necesitan los guajiros es transparencia en la destinación e inversión de los recursos. A los bolsillos de quién han ido a parar los casi $ 7 billones que La Guajira recibió en los últimos 12 años”, se pregunta la congresista Ángela Robledo, quien además pidió acciones contundentes y de emergencia.
“¿Están esperando el exterminio de los Wayúu para poder hacer uso de un subsuelo que quizá es uno de los más ricos de Colombia?”, puntualizó la parlamentaria Ángela Robledo.
Por su parte, el representante a la Cámara Germán Carlosama de AICO (Autoridades indígenas de Colombia) declaró su preocupación por la situación que está presentando el departamento de la Guajira; afirmó que el 27% de la población tiene desnutrición crónica y que entre el año 2009 y 2013, 4125 niños murieron por dicha causa. Respecto al tema del Cerrejón, evidenció que dicha empresa gasta 17 millones de litros de agua para riego diario de caminos mientras que un habitante de la Guajira gasta 0.7 litros de agua no tratada al día. “La situación con nuestros hermanos de la Guajira es preocupante, la pésima calidad de vida que tienen son lamentables, espero que con este control político se pueda mejorar la situación y no dejar empeorar la crisis por la que están viviendo”, concluyó el Representante al finalizar el control político, al cual asistieron el Ministro de Vivienda Luis Felipe Henao, la Directora del ICBF Cristina Plazas y María Cristina Hurtado, Defensora Delegada para los Derechos de Infancia, Adolescencia y Juventud, quien advirtió que «Las EPS no están haciendo los procesos de búsqueda activa de los niños con nutrición severa. No hay presencia del Estado en la Guajira».
