Los ciudadanos del Bronx. (Columna – Bogotá)
No es justo que los habitantes de la calle sean considerados simples criminales o asesinos. Seguramente hay delincuentes, pero no son la mayoría. No es justo que los medios de comunicación los presenten como gente “enferma y loca”, condenada a la miseria o al olvido. Semejante estigma reproduce la mal llamada “limpieza social”, que termina con la vida de personas inocentes y excluidas, cuyas muertes casi siempre quedan en la impunidad.
No falta quien quisiera verlos “pudrirse en la cárcel” o fuera de la ciudad; no falta quien se alegra cuando la Policía los persigue y no falta quien se burla ante los excesos del ESMAD. Incluso, no falta quien prefiere verlos muertos en los noticieros de televisión. No es justo.
Los habitantes de la calle son, por encima de cualquier prejuicio, ciudadanas y ciudadanos, sujetos de derechos. Reconocerlos como tal sería fundamental para su inclusión social y cultural a una vida digna, que el Estado no les ha garantizado.
Por eso lamenté la intervención que la Alcaldía de Bogotá organizó el mes pasado en la “calle del Bronx”. Tras el operativo policial, murió un habitante de la calle y dos más resultaron heridos, cuando esas vidas había que protegerlas y respetarlas. Porque el gran reto de la administración de Gustavo Petro es intervenir sin reprimir, renovar sin disparar. Y eso se logra con menos policía y más política social,privilegiando la renovación social por encima de la urbana.
Sin embargo, debo reconocer que en esa lucha por el cuidado de la vida y los derechos humanos, los Centros de Atención para Drogodependientes instalados por el Distrito contribuyen a garantizarles la salud a más 8 mil ciudadanos habitantes de calle que podrían estar en situación de riesgo, según la Secretaría de Integración Social.
En ese propósito, también es necesario combatir el hambre, mejorar los hogares de paso y fortalecer los proyectos de formación en competencias laborales, de manera tal que los habitantes de la calle ejerzan sus derechos, cumplan sus deberes, logren obtener legalmente sus ingresos y puedan enviar a sus hijos al colegio. Y, por supuesto, hay que desmantelar de una vez por todas las mafias o las bandas delincuenciales que rodean al Bronx, dedicadas a la venta de armas y al micro tráfico de drogas. Sólo así este Gobierno cumplirá un mandato constitucional: la vida es sagrada.
