La guerra no es un juego de niños dice la congresista Ángela Robledo
En el marco del día internacional de las Manos Rojas que promueve la erradicación del uso y reclutamiento de niños en la guerra, la representante a la Cámara y Co presidenta de la Comisión de Paz del Congreso, Ángela Robledo pidió garantías de no repetición para niños, niñas y jóvenes víctimas del conflicto.
De acuerdo con Ángela Robledo: “Niños, niñas y jóvenes en Colombia han sido víctimas de una permanente y sistemática violación de sus derechos fundamentales a causa de la guerra que les ha arrebatado sus vidas, sueños y alegrías”.
La guerra ha transformado completamente la vida, las prioridades, el desarrollo físico y psicológico de todos los colombianos pero se ensañó de manera particular en niños y jóvenes: “Han sido víctimas de desplazamiento, reclutamiento, secuestro, desapariciones forzadas, violencia física, psicológica y sexual… han visto cometer crímenes en contra de sus seres queridos, amigos y vecinos; han visto y han sido objeto de torturas, violaciones, mutilaciones y abusos de toda clase”, aseguró Ángela Robledo.
Cifras oficiales indican que 2.237.049 niños, niñas y adolescentes han sido víctimas del conflicto armado (Registro Único de Víctimas, octubre de 2015), o sea el 29.8% del total de los 7 millones 470 mil víctimas. Los niños son el 50% de los desplazados internos que produjo la guerra en los últimos 25 años.
12.628 niños, niñas y adolescentes fueron víctimas de homicidio entre 2002 y 2014, de acuerdo con datos de Medicina Legal. Según la Defensoría del Pueblo, cada día 7 menores de edad son víctimas del conflicto armado.
Ángela Robledo ha denunciado en repetidas ocasiones que: “El conflicto impide que la mitad de los niños en el campo terminen sus estudios, sólo en el 2013 se registraron por lo menos 26 incidentes que causaron daños a las escuelas o la suspensión de las clases. El 80% de las seis mil víctimas de violencia sexual en el conflicto armado son niños. 7.722 han sido víctimas de reclutamiento forzado. 981 niños y niñas han sido víctimas de minas antipersonal de los cuales 218 perdieron la vida”.
El informe defensorial ¡Que dejen de cazar a las niñas y los niños! (2014) señala que “Entre 2008 y 2012 se registró que 48.915 menores de 18 años fueron víctimas de violencia sexual en el marco del conflicto armado, de ellos 41.313 niñas y adolescentes y 7.602 niños y adolescentes”. Lo anterior, implica que en un día fueron agredidos sexualmente 275 niñas y niños.
Robledo aseguró que frente al inminente acuerdo de paz entre el gobierno nacional y la guerrilla de las Farc, “es necesario desarrollar todos los esfuerzos para que se dé cumplimiento con cada uno de los elementos de la Justicia Transicional: Verdad, Justicia, Reparación Integral y garantías de no repetición. Hay que devolverle la infancia a los niños, niñas y adolescentes que puedan vivir, estudiar y construir sus sueños ”, dijo.
Finalmente, Ángela Robledo señaló que si bien el anuncio de las Farc del pasado 10 de febrero, de no reclutar a menores de 18 años es recibido como un gesto de paz, “niños, niñas y adolescentes, nunca debieron hacer parte de esta guerra cruel y degrada en ninguno de los ejércitos, ni en el pasado, ni en el futuro”.
