El congreso con los ciudadanos habitantes de calle.
Por primera vez el Congreso realizó una audiencia pública callejera con el propósito de que los habitantes de la calle fueran los protagonistas.
Bogotá, 1 de octubre de 2018.- Ante las situaciones de violencia que viven los habitantes de la calle, los congresistas Ángela María Robledo, María José Pizarro, David Racero, Iván Cepeda y Gustavo Bolívar, citaron a una audiencia pública a la que asistieron la Personería de Bogotá, el Instituto de Medicina Legal, la Fiscalía General de la Nación, la Procuraduría General de la Nación, la Policía Metropolitana de Bogotá y representantes de la Alcaldía Mayor de Bogotá, con el acompañamiento del padre Gabriel Gutiérrez conocido como “el fray ñero”, FESCOL y la ONG Temblores. El Parque Tercer Milenio fue el escenario de encuentro con los habitantes de la calle, desde las ocho de la mañana hasta la una de la tarde.
La Representante a la Cámara por Bogotá, María José Pizarro, moderó el primer panel sobre violencias en contra de los ciudadanos habitantes de la calle, en la que la ONG Temblores relató cómo esta población está en constante situación de vulnerabilidad y exclusión, blanco de violencia armada y física, además de la guerra contra las drogas. Emilia Márquez, vocera de la ONG, señaló que en los últimos diez años fueron asesinados 3.600 habitantes de calle “sin que nadie dijera nada”.
Las instituciones presentes informaron sobre su trabajo y avances al respecto, observando una falencia de registro interinstitucional porque “las cifras no cuadran”, indicó la jefa de la Oficina de Derechos Humanos de la Policía Metropolitana de Bogotá, T.C. Sandra Mora, quien respondió que de 2017 a la fecha están siendo investigados 2.258 policías por abuso de poder, ante la queja de los habitantes de la calle por las agresiones.
Entre las intervenciones también fue constante la expresión de temor por el nuevo decreto presidencial de incautar sustancias psicoactivas: “si estamos en esta condición, es porque nos quitaron la casa, la educación, la salud, el afecto, el amor ¡todo nos lo quitaron! y ahora nos quieren quitar el único aliciente. Si me van a quitar o aconsejar que no consuma, primero denme una casa, segundo educación, tercero denme hogar, denme cariño y ahí sí hablamos”, reclamó Arlington Guarín, habitante de la calle.
Al respecto, Ángela María Robledo, Representante a la Cámara, manifestó que “se pidió una mesa interinstitucional en la cual participen los habitantes de calle porque tienen una enorme preocupación de lo que va a ocurrir con el decreto que firmó hoy el presidente Iván Duque. Ellos son consumidores, no todos adictos. Están expuestos a un acoso constante de la Policía que queriendo disciplinarlos violan sus derechos. Nuestro compromiso es hacer un debate en el Congreso de la República recogiendo las denuncias y las exigencias de los habitantes de calle, señalando que ellos también tienen unos deberes qué cumplir en la ciudad y que hoy fueron ratificados en muchas de las intervenciones”.
El representante David Racero cerró el evento concluyendo que “hay otras causas que llevan a la habitalidad en calle y no es solo el consumo de droga, es la violencia intrafamiliar y la no generación de ingresos. Urgen políticas de prevención”
