Constancia: Acallaron las voces de los niños y adolescentes afrodescendientes, raizales y palenqueros en Cumbre Mundial de Afrodescendientes
Pues de nada valió la Convención Internacional de los Derechos del Niño ratificada por Colombia desde 1991, ni el artículo 44 de la Constitución Política que consagra los derechos fundamentales de los niños, niñas y adolescentes colombianos.
Como tampoco el principio la prevalencia de derechos de ellos y ellas sobre los derechos de los demás y de la corresponsabilidad que tenemos todos de garantizar el derecho a la libre expresión de su opinión.
Pero mucho menos el artículo 1º. de la ley 1098 de 2006 que reconoce el derecho a la igualdad y dignidad sin discriminación. Ni el art. 30 que reconoce el derecho a la participación de los niños, niñas y adolescentes en la vida cultural y en las artes. Y menos el artículo 31 que estable el «derecho a que se les reconozca, respete, y fomente el conocimiento y la vivencia de la cultura a la que pertenezcan».
Y les importo muy poco la responsabilidad del Estado en cabeza de todos los funcionarios públicos, incluidos los de presidencia, de garantizar el derecho de los niños, niñas y adolescentes a participar en las actividades y a ser escuchados en los programas estatales, departamentales, distritales y municipales que sean de su interés.
Me refiero a que desde hace varios meses se venía preparando la realización de la Tercera Cumbre Mundial de Alcaldes y Mandatarios Africanos y Afrodescendientes, organizada por la Asociación de Alcaldes de Municipios con población Afrodescendientes (AMUNAFRO), cuya primera sede fue Nigeria, la segunda Senegal y la tercera le correspondió a Colombia – Cali – Cartagena, con la participación de más de 2.000 participantes de todo el mundo y que se desarrollo desde el 12, día de la inauguración, hasta el 18 septiembre.
Dentro de la Agenda de la Inauguración estaba programada la presentación de una niña (Santandereana) y un niño de Tumaco en nombre de los niños, niñas y adolescentes afro, raizalez y palenqueros colombianos, quienes harían un ingreso a ritmo de tambores con los niños y niñas de primera infancia de Agua Blanca de Cali y luego leerían y entregarían un bando, que ellos y ellas habían preparado. Pero sin explicación y a última hora, protocolo de Presidencia y Oscar Gamboa Zuñiga (Director del Programa Nacional para la formulación de estrategias y acciones para el desarrollo de la estas poblaciones) impidieron que los niños hicieran la presentación y por el contrario les propusieron que hicieran «más bien la calle de honor con unas banderitas» en el momento del ingreso del presidente. Sugerencia que por supuesto incomodo y no aceptaron los mismos niños y niñas sino a todos quienes habían participado en la preparación de la representación.
Y es que desde tiempo atrás la Mesa de Seguimiento a la Niñez Afrodescendientes, palanqueros, raizalez y rom bajo la dirección del gobierno ICBF, Ministerio del Interior y toda la institucionalidad gubernamental responsable del tema con organizaciones de la sociedad civil venían trabajando con las regiones para organizar una reunión con niños, niñas y adolescentes afrocolombianos, negros, palenqueros y raizales, de todas partes del país, la que se llevo bajo una metodología especial el 6 y 7 de septiembre en Cerrito y Cali (Valle), con la participación de 128 niños, niñas y adolescentes representantes de Tumaco, San Andrés, Choco, Santanderes, niños de primera infancia de Agua Blanca, la Costa Atlántica en fin…. Entre todos se distribuyeron la financiación para todo lo que implicaba la logística, transporte, hospedaje y se reunieron a preparar la intervención que harían en la Cumbre Mundial.
Así ellos y ellas elaboraron colectivamente (128) un bando que sería leído en la inauguración. Con todo listo, viaje de los representantes de sus regiones, una niña de Chinacota (Santander) y un niño de Tumaco y los niños de primera infancia de Agua Blanca, preparación y ensayos desde mucho tiempo atrás y repasados el mismo día anterior, les informan a última hora, que no van en la agenda porque demoraba mucho tiempo (3 minutos era lo previsto) y que habían cosas negativas en el Bando que era mejor no decir, de esta manera acallaron las voces de los niños y niñas afros colombianos en la Cumbre Mundial de Afrodescendientes.
Nada les importó, las normas constitucionales, la política de infancia y adolescencia, la Convención Internacional de los derechos del Niño, terminaron acallando la voz de los NNA afrodescendientes, palenqueros y raizales colombianos en la Cumbre Mundial de Afrodescendientes, pretendiendo desde el protocolo instrumentarlos como objetos de decoración y desconociendo totalmente el ejercicio pleno de sus derechos.
Este es el contenido del Bando que no les fue permitido leer:
“BANDO DE NIÑOS, NIÑAS Y ADOLESCENTES
AFROCOLOMBIANOS, NEGROS, PALENQUEROS Y RAIZALES
Entre el 5 y 7 de septiembre de 2013, nos reunimos en las ciudades de Cali y El Cerrito, del departamento del Valle del Cauca, 65 niños y niñas de primera infancia, 20 de infancia y 43 adolescentes, que representamos a niños, niñas y adolescentes afrocolombianos, negros, palenqueros y raizales, como nos reconocemos en Colombia.
Vinimos de muchas regiones. Dialogamos en español, creole, inglés y en la lengua palenquera. Hablamos de nuestros derechos hoy y de cómo queremos que sean mañana, también del país y del mundo que nos imaginamos.
Nos gusta que nos traten con amor y las actividades compartidas con nuestros padres, madres, hermanos, abuelos, tíos, sobrinos, primos y vecinos. Por eso, queremos que nos abracen, que jueguen con nosotros y que no nos dejen solos. Para que ellos nos cuiden mejor, es necesario que tengan trabajo, porque eso es parte de nuestra dignidad.
Necesitamos mejor atención en salud, pues falta calidad y un buen trato. Hemos sido bendecidos con el pescado, pero en la isla, los ríos, las costas y en las ciudades hay problemas de acceso y de pobreza que nos hacen difícil tener una buena alimentación.
Nos gustan nuestros centros de desarrollo infantil, jardines y colegios, pero nos preocupa su calidad y que es poca la presencia de la etnoeducación y de los saberes y valores ancestrales. Queremos conocer nuestra historia para que no prime la de los colonizadores, que no se pierdan nuestros juegos, lenguas, comidas, bailes y músicas de marimba, bombo, carraca, tambora y guasá.
Necesitamos que nos protejan. Nos preocupan las pandillas, la venta y el consumo de drogas, la violencia sexual y la guerra que se quiere adueñar de nuestros barrios y territorios. Queremos que el orden público y que la paz rijan cada día.
Es importante que los adultos confíen en nuestras capacidades y nos escuchen más. En nuestras casas, grupos artísticos y deportivos, y en los centros de desarrollo infantil, jardines y colegios felizmente somos tenidos en cuenta, pero en los gobiernos locales y nacional hace falta que las consultas que nos hacen echen a andar en verdad las decisiones que sugerimos y de las cuales queremos tomar parte.
Alcaldes y mandatarios. Estos son nuestros problemas y sueños, pero sabemos que son de todos y todas. Ustedes deben incluir y divulgar nuestra voz en sus programas de gobierno. Podemos apostar a un planeta sin discriminación, exclusión ni racismo, los cuales deben superarse no sólo porque violan nuestros derechos y el de nuestras comunidades, sino porque tenemos orgullo de nuestra risa, las trenzas, los peinados, los dialectos, el ritmo, el aporte de nuestras familias al desarrollo del mundo y de nuestra piel, con aroma de canela y color impresionante.
