Reelegir desde el miedo
Muy pronto inició en Colombia la nueva contienda electoral. No han transcurrido aún los dos años de Gobierno del presidente Juan Manuel Santos y ya «su peor enemigo», antes «su mejor amigo», salta claramente a la plataforma política para ofrecer, en compañía de sus apóstoles, salvar del caos, de la hecatombe, nuestra Colombia agobiada y doliente. Y para hacerlo aprovecha la crisis institucional que campea en sectores como la salud, la educación, la justicia, la vivienda y desde su pedestal, evoca o más bien invoca desde el miedo o el terror, como única salida, la continuación de la guerra y el retorno a su seguridad democrática que ni fue democrática, ni significó seguridad para muchas colombianas y colombianos quienes viven en el abandono y la pobreza.
Durante los años del gobierno Uribe, si bien se obtuvieron algunos resultados, muchos de éstos fueron fruto de prácticas como los «falsos positivos«. Cientos de jóvenes pobres y campesinos aparecieron como guerrilleros muertos en combate, su muerte traía como premio visitas familiares para soldados, incentivos para las brigadas, todo ello legitimado por una perversa circular, emitida en su momento desde el Ministerio de Defensa.
Álvaro Uribe Vélez invoca el miedo porque sabe que esta emoción logra transformar a ciudadanas y ciudadanos en sujetos inermes, perplejos, incapaces de reaccionar por vías democráticas y propositivas. Y esta mansa y asustada manada, se entrega al todopoderoso, quien dice ofrecerle la protección de todo mal y peligro. Uribe Vélez sabe muy bien, que cuanto más miedo se siente, más aceptable y deseable se vuelve el control militar y político, clara lección del fascismo.
El profesor Maximiliano Korstanje en su artículo «El miedo político en C. Robin y M. Foucault» nos recuerda que la política empieza donde termina el miedo y el horror o dicho de otra forma, que el miedo inicia donde termina la política. El miedo nos conduce a una aparente y apacible tranquilidad, porque el Otro, quien se presenta como el mesías, decide ocuparse de cada uno de nosotros, y lo hace a cambio de nuestra renuncia a las acciones de resistencia y a nuestras responsabilidades ciudadanas. Ese miedo también lo ha señalado Hannah Arendt, nos convierte en «niños de pecho» que buscan cobijo y protección a cualquier precio.
Bajo la emoción del miedo y del horror se justifica cualquier política, incluso aquella que viola nuestros derechos fundamentales. Para obtener seguridad y tranquilidad todo vale, siempre y cuando el «todopoderoso» la logre. Cualquier otra alternativa es débil, inapropiada y profundamente perjudicial. Es mejor apaciguar el miedo que respetar la Constitución e, incluso, respetar la democracia y la vida. En este clima guerrero, los códigos internacionales de respeto a los derechos humanos, como el DIH se convierten en un estorbo para librar la guerra.
Recuerdo las emociones a la que apelaron Fujimori, Franco, Mussolini, e, incluso, el mismo Hitler. Homogenizaron las preferencias, horrorizaron a todo un país y quebraron desde sus estructuras más íntimas las bases de la democracia. Cerraron, con apoyo de la ciudadanía el Congreso, concentraron el poder y legalizaron fuerzas «para-estatales». El miedo impulsado en toda una sociedad, ha producido holocaustos, no debemos olvidarlo.
Las próximas elecciones para Congreso y para Presidencia de la República serán cruciales. Hoy como nunca se requiere de un voto vital, en el sentido más literal y profundo del término, pues podemos debilitar aún más nuestra ya frágil democracia ¿Vamos a votar otra vez desde el miedo y a reelegir a Álvaro Uribe Vélez, así sea en cuerpo ajeno? ¿Vamos a votar por un modelo que necesita de la orgía de la guerra y de la muerte, para justificar la seguridad democrática propuesta por su gobierno? Y por último pregunto ¿vamos a votar por un «buen muchacho«, como lo fueron algunos de sus funcionarios más cercanos, como lo aconseja José Obdulio Gaviria, por un muchacho obediente, leal, sin autonomía y que obedezca ciegamente los mandatos del autodenominado, puro centro democrático?
Cómo lo decía el asesinado periodista Guillermo Cano, en nuestro país se puede sentir miedo, pero no se puede vivir con el miedo. Es el tiempo de la primavera colombiana, es el tiempo de la ciudadanía.
